Federal Reserve Finalizes Reforms to Stress Test Transparency and Capital Volatility
The Federal Reserve has updated its stress testing framework to increase transparency, public input, and stability in capital requirements for large banking institutions.
By Orion Desk
The Federal Reserve finalized two rules to standardize stress test procedures and reduce year-over-year capital requirement volatility by roughly 50 percent. Starting in 2028, the central bank will average results from the two most recent annual supervisory stress tests to calculate stress capital buffer requirements, while introducing mandatory annual public comment periods for scenarios and model changes.
These regulatory adjustments aim to provide greater insight into how large banks manage risks and withstand economic downturns. Market participants monitoring major financial institutions will note that while aggregate capital requirements remain largely unchanged, the new methodology is designed to create a more predictable and granular regulatory environment.
